Barrage is never a waste, my friend. It's easy to meet the discord conditions with other non-elite skills.
And about the damage, perhaps I should have elaborated. I suppose you can get decent damage if you spec your remaining skills for it, I just wanted to point out that since IA has no +damage and your preparation give no +damage, Asuran Scan won't do a whole lot. On the other hand, I suppose you can make up for it with PvE skills like EBSoH.

You're right. The only thing to keep in mind is that comparing two bad elites won't make one of them good... but that's a different discussion.
